When’s my Reval?

This article highlights the dates and the disparity between Rating Revaluations in the different parts of the UK. Also the possible uncertainty!

England;

The Chancellor announced in the Budget that the proposed Revaluation Date be brought forward a year from 2022 to 2021. Also, that the Valuation Date (AVD) be changed from 2020 to 2019. The latter change has been done by regulation – this change is the crafty one as the new date rules out any economic factors resulting from Brexit being taken into account. The change of the actual Reval date requires an Act – until that point we still have a 2022 Reval, but with a 2019 AVD. Although we must assume that the Act will happen, everything could be thrown into the air if the Government were to fall over Brexit!

Wales;

They have retained 2022, with a 2020 AVD. But will this be changed to follow England?

Scotland;

Following the Barclay review, they now have a 2022 Reval with a 2021 AVD. As following Revals will be 3 yearly, they have in effectively locked in a different date to England, possibly forever, and a different AVD to Wales into the bargain.

Northern Ireland;

They have a 2020 Reval with a 2018 AVD, but NI have always done their own thing on Reval dates.

Looking at AVDs in isolation, we now have a different year for each part of the UK – 2018 (NI), 2019 (Eng), 2020 (Wales) and 2021 (Sco). What a mess!
